Description

Context:

The Facility Security Officer (FSO) will be responsible for management of the Corporate Security Program to include management of security facilities, processing personnel clearances, conducting employee security briefings and annual FSO training, access control, Defense Security Service (DSS) Foreign Ownership Influence Control (FOCI) proxy holder compliance and a wide variety of duties in the administration of National Industrial Security Program Operating Manual (NISPOM) and other government security regulations. The FSO supports all employees, contractors and subcontractors.

 

Experience/Qualifications:

At least five years Facility Security Officer experience

DSS FSO Certification

Active TS clearance

SCI eligible

Extensive knowledge of National Industrial Security Program Operating Manual (NISPOM)

Ability to perform sensitive compartmented information facility (SCIF) security and administration duties

Knowledge and experience to perform activities required to manage a Communications Security (COMSEC) account

Knowledge and experience to perform activities required of an Information Systems Security Officer (ISSO)

Possesses strong written and verbal communication skills

Excellent proficiency in Microsoft Office Suite

 

Essential Job Functions:

Develops and maintains comprehensive security Standard Operating Procedures (SOP) outlining security policies and guidance for conducting collateral and SCI activities within geographically-separated facilities

Performs all day-to-day activities required by the DSS implemented Proxy Agreement in tracking, documenting and reporting contacts and visits between company and its parent / affiliate organizations

Initiates, prepares, processes and provides oversight of the appropriate documentation and correspondence relating to the origination, transfer, reciprocity and termination of personnel security clearance investigations, re-investigations and positions of public trust

Reviews completed forms to ensure accuracy in accordance with applicable policy and directives

Coordinates fingerprinting and submission of required documentation

Maintains personnel security files and suspense logs

Conducts security briefings and education

Performs and documents annual security self-inspections

Supports day-to-day physical security of building controlled areas and all classified activities

Provides guidance and assistance to assigned personnel when necessary

Develops and maintains a comprehensive Emergency Action Plan (EAP)

Establishes procedures and outlines responsibilities for assigned personnel to safeguard classified information during an emergency situation

Manages alarm system to include badging and training of newly assigned personnel

Participates in audits and inspections

Interacts with Contracts and Procurement to ensure compliance with all prime and subcontractors security requirements, including the completion and tracking of all DD254s

Provides sensitive compartmented information facility (SCIF) security and administration services

Manages and/or performs all functions required of an Information Systems Security Officer

Handles routine Information System (IS) maintenance

Performs clerical duties relating to logs, document control, and various other required documentation

Provides initial and annual SCIF operating briefings

Performs necessary inspections

Manages COMSEC Program
