Description

Proposal Manager

Context:

The Proposal Manager assists the Vice President, Business Development in managing the company's proposal center. In this role, you will conceptualize and manage all phases of selected RFPs and other business development projects as needed from inception to completion.

Experience/Qualifications:

  • Minimum of 5 years professional experience in a proposal and technical writing environment
  • Bachelor’s Degree in related field or 3 to 5 years’ experience writing U.S. Government proposals
  • Knowledge of Commercial Satellite Communications a significant plus
  • Knowledge of various types of solicitations, GSA schedules and contracts
  • Ability to manage multiple priorities concurrently
  • Ability to establish and maintain company-wide proposal management information repositories (e.g., SharePoint), tools and training programs
  • Thorough understanding of proposal software and database functionality
  • Ability to prepare and categorize information to be added to proposal boilerplate database
  • Ability to establish and report key performance indicators to track all aspects of proposal-related activity
  • High emotional intelligence in reading a situation and adapting leadership style to achieve results
  • Ability to prioritize and multi-task within a fast-paced, challenging and deadline-driven environment
  • Exceptional critical thinking, writing, verbal communication and presentation skills
  • Strong analytical, problem solving and negotiation skills
  • Exceptional project management skills
  • Superior use of MS Office Suite Skills, PowerPoint, Excel, SharePoint, Visio, Project, Adobe Acrobat and proposal writing software to produce professional bids
  • Shipley and/or APMP certifications a plus

 

Essential Job Functions:

  • Manages customer Request for Proposals, bids, quotations, or other documents describing the company's products/services in response to requests from prospective customers
  • Collaborates with members of the sales, business development, engineering, marketing, finance, and legal teams to ensure proposal content is complete, accurate, and timely
  • Works with the Capture Managers supporting proposal teams through the proposal development lifecycle
  • Schedules and conducts plan-to-write sessions, compliance, color team reviews, and lessons learned.
  • Establishes priorities and target dates to ensure proposal deadlines are met
  • Evaluates and interprets the most effective means of presenting the company's customer response
  • Serves as a focal point for collecting all proposal information
  • Writes, edits, and ensures Marketing provides graphic designs to create compelling customer bids
  • Maintains "master" versions of proposals, including comments and revisions from multiple SMEs
  • Edits highly technical content and adds clarity/professional polish without changing the meaning
  • Takes ownership – produces quality proposals, maintains a quality checklist to ensure 100% compliance  and responsiveness on all documents.  Applies brand and legal compliance standards to proposals/presentations
  • Oversees operational activities including developing leading pursuit practices, content for proposal databases, internal/external marketing brochures and guidance/ presentations for meetings
  • Manages Proposal Center resources
