Description
Overview:

The Program Manager leads and manages complex Satellite Communications (SATCOM) program services for US Government customers. The Program Manager designs, implements, transitions service delivery actions and business development efforts. He/she will promote the utilization of project management standards across the full scope of customer requirements. He/she provides expert services and leadership to the project team, as appropriate, through facilitation, information sharing, analysis and reviews. Works effectively with the customer, displays exceptional communication skills and has experience working with government customers. This position requires extensive knowledge and critical understanding of DoD SATCOM program demands.

Experience/Qualifications:
 
  • Bachelor’s Degree in Program/Project Management or 10-12 years program/project management experience in government contracting operations
  • Project Management Professional (PMP) certification or Defense Acquisition University (DAU) equivalent
  • 10 years experience in the SATCOM industry- U.S. Government/Commercial industry
  • Extensive business development experience – including leading proposal captures
  • Extensive experience in managing profit/loss on U.S. Government contracts
  • Experience in implementing and delivering customer managed services
  • Satellite communications services experience designing, implementing and managing global, end-to- end satellite enterprise solutions including space segment, ground segment, operational services, information assurance and all program related tasks
  • Knowledge of systems engineering principals
  • Excellent communication, organizational and interpersonal skills
  • Ability to think strategically to meet customer demands
  • Strong emphasis placed on follow through responsibilities based on task priorities
  • Self-motivated ability to multi-task in a fast paced environment with emphasis on follow through responsibilities based on management direction
  • Able to work independently and must possess multi-tasking skills
  • Displays excellent judgment and makes sound decisions
  • In-depth understanding of internal work process and be able to work with other departments within the hiring company and the broader staff
  • Results orientation with a drive and passion to make stretch commitments and demonstrated ability to deliver outstanding work
  • Proficient knowledge of MS business suite and MS project required
  • Ability to work in front of a computer for long periods of time
  • Up to 20% travel required

Essential Job Functions:
 
  • Leads all aspects of program implementation from planning to operations and maintenance for the full program life cycle
  • Leads all aspects of the business development cycle for assigned programs
  • Promotes business development thru exceptional customer relations, and grows the business on existing and new contract vehicles
  • Manages cost, schedules, performance and risk on assigned programs
  • Develops and executes comprehensive Program Management plans that provide the roadmap to meeting customer program requirements on time and within budget
  • Acts as primary customer interface within customer programs; coordinates periodic meetings, provides required status reports and ensures customer issues are addressed/resolved in a timely fashion and within contract parameters
  • Institutes industry project management principles in accordance with corporate policies
  • Interfaces with key vendors in coordination with company procurement/contracts to ensure requirements are delivered on time and within budget
  • Interfaces with company senior management pertaining to assigned programs to report program performance (technical and financial)
  • Develops/improves program management procedures with customer programs
  • Identifies opportunities within customer programs and works with the program team to propose solutions to grow the program
  • Works closely with assigned government agencies, vendors and internal staff to oversee and coordinate all functions related to client programs
  • Manages programs, including P&L and identifies new sales opportunities
  • Provides expert services/guidance through facilitation, analysis and program reviews
  • Promotes the utilization of project management standards across programs to include communications, quality and risk assessment strategies
