Program Analyst




The Program Analyst is responsible for development, implementation and maintenance of project finance tools and processes that support policy implementation, cost/schedule baseline development management, data analysis and report formatting.  Interacts with project managers, contracts personnel and senior technical personnel.  Responsible for invoicing projects through the Company’s Costpoint automated system. 


Additional duties include a broad range of tasks supporting the Company’s Mobile Satellite Services (MSS) product offering including processing of orders or agreements, receipt and processing of vendor invoices, invoicing MSS charges and interfacing with customers. Manages all billing for Fixed Satellite Services (FSS) and MSS business.




  • Bachelor’s Degree in Finance or 4 -7 years’ experience as a Program Analyst 
  • Experience in the Government Contracting/procurement environment
  • Knowledge of CostPoint accounting software preferred
  • Knowledge and understanding of accounting and financial reports
  • Understanding of Generally Accepted Accounting Principles
  • Strong organizational skills and the ability to multitask
  • Ability to manage changes in workload, adjusting assignments as necessary to achieve optimal productivity and efficiency
  • Ability to work effectively as a member of a team, to complete tasks as instructed, be receptive to new ideas and be a creative problem solver
  • Demonstrate excellent verbal and written communication skills and have the ability to interact professionally with all levels of employees
  • Proficiency with Costpoint, Microsoft Office Access, Word and Excel programs


Essential Job Functions:


Program Analyst

  • Analyzes monthly revenue and costs to determine monthly accrual needed
  • Analyzes service/equipment revenue margins explaining/documenting variances
  • Forecasts financial data for programs or contracts
  • Establishes and maintains cost/schedule baselines
  • Develops Work Breakdown Structures and related dictionaries
  • Develops Estimates at Completion
  • Performs projection analyses of cash flow and profitability for projects
  • Directly contributes to the development/implementation of new project controls concepts/techniques
  • Supports proposal price development to implement pricing strategies
  • Provides input to proposal schedules as well as templates/pricing instructions for subcontractor proposals
  • Understands the Basis of Estimates submitted by the technical estimators
  • Analyzes contract services and funding



  • Researches/solves project billing/invoice issues (e.g. start end dates, duplicate billings, non-user charges and credit processing)
  • Supports MSS product offerings including processing customer orders and agreements, vendor invoicing and managing the billing database
  • Inputs project invoices in Costpoint for automated billing by preparing MSS and FSS service and related equipment invoices
  • Processes activations/deactivations of MSS services based on data from various vendors and related documentation ensuring accuracy of billing
  • Equipment and air time purchases, coordinating logistics for equipment delivery, create ad hoc pricing for services and equipment
  • Reviewing and approving vendor invoices for payment 
  • Ensures MSS prices are in accordance with contract/purchase order requirements
